Abstract: KNOWLEDGE OF IMPENDING WEATHER IS CRITICAL TO EFFICIENT USE OF HUMAN AND MATERIAL RESOURCES FOR MAINTAINING HIGHWAY OPERATIONS DURING ADVERSE WEATHER CONDITIONS.
