THE CERTIFICATION PROVIDES MOTOR CARRIERS WITH THE MINIMUM AMOUNT OF INFORMATION NECESSARY TO ENABLE THEM TO TRANSPORT CONTAINERS OR TRAILERS WITHIN HIGHWAY WEIGHT LIMITATIONS.
