Terms of Clearance: We have approved this survey of government-registered animal testing facilities with the following conditions: 1) PHS will revise the table in question 8, page 11, to specify the regulations and guidelines to which it is referring. 2) PHS should clarify questions which ask about "the three years preceding the reporting period" by specifically including those dates (see questions 9b and 11). 3) PHS should include a discussion of its confidentiality protections directly on the first page of the survey in case the persion filling out the form did not se the cover letter PHS plans to mail out. This will increase confidence the confidentiality of data provided and thereby increase response rates. 4) Any public reports produced from this collection should stat that these results may not be representative of private research facilities that use animals but are not registered with OPRR. 5) Any public reports derived from these data should make clear that the stud is not designed to document or assess the quality of living conditions provided to research animals.

Abstract: THE AVAILABILITY OF LABORATORY ANIMALS FOR RESEARCH IS LIMITED, AND DECISIONS REGARDING THIS SCARCE RESOURCE MUST BE MADE ON THE BASIS OF ACCURATE, OBJECTIVE INFORMATION. IN ADDITION, THERE IS CONCERN REGARDING THE STATE OF THE INFRASTRUCTURE FOR HOUSING AND USING RESEAR ANIMALS. THIS SURVEY WILL GATHER INFORMATION THAT WAS LAST AVAILABLE 1978.
