This ICR is
approved for two years. At that time, EPA will have completed its
survey (OMB 2050-0134) and analysis of the extent and severity of
oil spills at facilities subject to the reporting and recordkeeping
requirements in this ICR. In the ICR renewal supporting statement,
EPA shall address OMB's long-standing concerns (see notice of
approval of 10/30/87 for this ICR) that these reporting requirement
may lack practical utility.

THE OIL POLLUTION PREVENTION
REGULATION REQUIRES CERTAIN REGULATED FACILITIES TO PREPARE AND
MAINTAIN SPCC PLANS IN ORDER TO PREVENT OIL DISCHARGES AND CONTROL
DISCHARGES WHEN THEY OCCUR.
