Abstract: THE RULE IMPLEMENTS SECTION 220 OF THE HCD ACT OF 1992 WHICH ADDS A REQUIREMENT THAT A HOME PROGRAM RECIPIENT MUST CERTIFY UNDER ITS 1994 COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY THAT IT IS FOLLOWING A "RESIDENTIAL ANTIDISPLACEMENT AND RELOCATION ASSISTANCE PLAN" THAT IS EQUIVALENT TO THAT REQUIRED FOR THE CDBG PROGRAM UNDER SECTION 104(D) OF THE HCD ACT OF 1974, AS AMENDED.
