The surveys
included in this packaged are approved for collection unde the
Census Bureau's mandatory authority, except for the MA35N and the
MA37D. The justification indicates that these two surveys are to be
conducted entirely in the interest of trade associations. This may
be in error, but no correction has been received as of Oct. 22,
1994. If the Bureau submits information demonstrating a substantial
Federal interest (funding) in these surveys, then the Federal
penalties may be used. Otherwise the Bureau shall take all actions
necessary to conduc these surveys on a voluntary basis. The
Bureau's decision should be submitted to be filed with this docket
as soon as possible, and should include any supporting
information.
