Terms of Clearance: This survey is approved for use through 6/95 with the understanding that: 1) HRSA will not characterize this effort as an "evaluation" pursuant to section 2674 of the Public Health Service Act or even as an "impact study." OMB believes that this survey primarily will provide descriptive information. OMB questions HRSA's approach to measuring the impact of Ryan White Title III funding to date on the structural characteristics of grantees and their service delivery. Fo example, responses to questions such as C3 may be speculative. At a minimum, HRSA should follow such questions regarding changes over time with questions regarding the basis for such observations and whether t grantee has hard data to support such claims. Regardless, HRSA should not disseminate such information as reflecting the impact of Ryan Whit funding but should use this information for guiding future efforts tha depend on baseline data. HRSA may want to clarify this in the grantee cover letter; 2) HRSA should carefully evaluate nonresponse bias, particularly for challenging questions such as C8. HRSA should caveat any dissemination of this information with its analysis of nonresponse Although pretest participants complained that the survey was lengthy and in some places complicated, HRSA made no effort to streamline the the survey. OMB is concerned that nonresponse may be an issue in the full scale effort; and 3) HRSA may want to modify its references to health care reform in the cover letter and p. 2 of the survey pa

Abstract: THIS INFORMATION COLLECTION IS BEING CONDUCTED IN SUPPORT OF AN EVALUATION OF THE HIV EARLY INTERVENTION SERVICES PROGRAM. A MAILED SURVEY WILL BE ADMINISTERED TO ALL 130 ORGANIZATIONS FUNDED UNDER THIS PROGRAM TO ASSESS THE CHANGES THAT HAVE OCCURRED IN THE NATURE, EXTENT AND DELIVERY OF HIV SERVICES.
