Terms of Clearance: Approved as amended by ED's memoranda to OMBof 7/27/94 and 8/2/94. In addition, ED has agreed to develop a performance report for this progr that will provide specific and evaluable data on project outcomes without imposing undue burden on grantees. ED anticipates submitting that report for clearance within 60 days. Approval of this applicatio package is conditional on final OMB clearance of that performance repo before grant awards are made by ED; the performance report shall allow ED to determine how funds are expended by grantees receiving awards of different sizes.
