Terms of Clearance: Approved as amended by ED's 10/13/94 memorandum to OMB. As ED has agreed to revise the cover letter to conform with the HEA on loan amounts to be cancelled, approval is conditional on the following additional changes to the letter: -- add a separate paragraph indicating that cancellation under paragra (d) is 15 percent per year; -- delete the last clause in the discussion of cancellation for paragraph (f), which mentions 30 percent for the fifth year.
