should not characterize this effort as an "impact study" on health
status because it focuses on process measures such as access to
services and does not collect data pertaining to actual birth
outcomes and 2) HRSA should add questions to subjective items such
as numbers 7 17, and 27 to ascertain the bases for such responses,
i.e. are they based upon valid data, estimates with confidence,
etc.
