detailed explanation, including illustrative examples, of the type
of information that would satisfy the three criteria specified in
Section 301(d)(2)(A) - (C) of the Clean Air Act. 42 USC 7602.

THE CLEAN AIR ACT AUTHORIZES EPA TO
ISSUE REGULATIONS SPECIFYING THE PROVISION OF THE CAA FOR WHICH
INDIAN TRIBES MAY BE TREATED IN THE SAM MANNER AS STATES. THE
PROPOSED RULE WOULD GRANT TRIBES, WITH EPA APPROVAL, CAA PROGRAM
AUTHORITY OVER ALL AIR RESOURCES WITHIN THE EXTERIOR BOUNDARIES OF
THE RESERVATION, INCLUDING NON-INDIAN OWNED FEE LANDS.
On behalf of this Federal agency, I certify that
