Abstract: EXPORTERS USE THE SHIPPER'S EXPORT DECLARATION FOR IN-TRANSIT GOODS TO REPORT SHIPMENTS OF MERCHANDISE FROM ONE FOREIGN COUNTRY TO ANOTHER THROUGH THE UNITED STATES. THIS FORM SERVES AS THE BASIC SOURCE DOCUMENT FROM WHICH THE BUREAU OF THE CENSUS COMPILES THE U.S. STATISTICS ON OUTBOUND IN-TRANSIT SHIPMENTS.
