Abstract: TOTAL QUALITY MANAGEMENT IS AN INTEGRAL PART OF THE FEDERAL AVIATION ADMINISTRATION PHILOSOPHY. THIS PROGRAM REQUIRES THAT FACILITIES HAVE CONTACT WITH THEIR CUSTOMERS TO ASSURE THAT USER NEEDS ARE BEING MET AND THAT SERVICE IS CONSTANTLY IMPROVED. RESPONDENTS ARE PRIVATE PILOTS, AIR TAXI OPERATORS, AND MILITARY PILOTS.
