Abstract: THE END-USE CERTIFICATE PROGRAM IS BEING DESIGNED TO ENSURE THAT CANAD DOES NOT BENEFIT FROM USDA OR CCC-ASSISTED EXPORT PROGRAMS FOR CANADIA WHEAT AND BARLEY. TO COMPLY WITH THE PROVISIONS OF THE NORTH AMERICAN FREE TRADE AGREEMENT IMPLEMENTATION ACT, ASCS IS REQUIRING INFORMATION FROM THE IMPORTERS, SUBSEQUENT BUYERS, AND END-USERS.
