Abstract: THE FISHERY MANAGEMENT COUNCILS AND NMFS (NER) AGREE THAT MANDATORY REPORTING BY VESSELS IS NECESSARY TO ENFORCE AND MONITOR MANAGEMENT MEASURES INTENDED TO ELIMINATE OVERFISHING. THIS SUBMISSION REQUESTS APPROVAL FOR THIS REQUIREMENT FOR THE AMERICAN LOBSTER FISHERY.
