THIS PROPOSED RULE IMPLEMENTS
REQUIREMENTS UNDER 10 U.S.C. 2320 AND 10 U.S.C. 2321 THAT REQUIRE
CONTRACTORS AND SUBCONTRACTORS TO MAINTAIN RECORDS AND FURNISH
INFORMATION TO JUSTIFY RESTRICTION ON THE GOVERNMENT'S RIGHTS TO
USE OR DISCLOSE TECHNICAL DATA.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
