Abstract: THIS INFORMATION IS NEEDED TO DESIGNATE ELIGIBLE INSTITUTIONS SEPARATELY FROM THE SOLICITATION OF GRANTS UNDER THIS PROGRAM. IN THI WAY, INSTITUTIONS CAN BE INFORMED OF THEIR ELIGIBILITY TO PARTICIPATE IN THE PROGRAM PRIOR TO UNDERTAKING THE BURDEN OF DEVELOPING A GRANT APPLICATION. ALSO, THE SECRETARY IDENTIFIES THOSE INSTITUTIONS THAT A ELIGIBLE TO JOIN THE LEGISLATIVELY MANDATED NETWORK OF "URBAN GRANT INSTITUTIONS."
