Abstract: THIS NPRM IS NEEDED TO IMPLEMENT CONFORMING CHANGES TO THE FEDERAL FAMILY EDUCATION LOAN (FFEL) PROGRAM MADE BY THE FEDERAL DIRECT STUDEN LOAN (DIRECT LOAN) PROGRAM PROPOSED REGULATIONS AS A RESULT OF NEGOTIATED RULEMAKING. THE DEPARTMENT DETERMINED THAT IT IS NECESSARY TO MAKE THESE CONFORMING CHANGES TO PROVIDE A CONSISTENT APPROACH THROUGHOUT BOTH PROGRAMS.
