THE OECD RULE AND THIS ICR ARE
NECESSARY TO ENSURE IMPLEMENTATION OF THE OECD DECISION, WHICH IS
LEGALLY BINDING ON THE U.S. AND OBLIGATES U.S. EXPORTERS AND
IMPORTERS OF HAZARDOUS WASTE DESTINED FOR RECOVERY WITHIN THE OECD
TO BE SUBJECT TO NOTIFICATION AND TRACKING REQUIREMENT OUTLINED IN
THE ICR. U.S. EPA'S OFFICE OF ENFORCEMENT AND COMPLIANCE ASSURANCE
WILL USE THE INFORMATION TO DETERMINE COMPLIANCE WITH APPLICABLE
OECD REGULATORY PROVISIONS AND TO PROVIDE DATA ON HAZARDOUS WASTE
IMPORTS AND EXPORTS FOR TRACKING PURPOSES AND FOR
REPORTING....
