OMB approves the
information collection through 04/96 provided that 1) FCS makes the
following changes to the survey as agreed to with OMB: a) delete
questions 10 and 10A, b) delete question 14, c) adjust questions 20
and 58, d) revise question 55 by deleting "properly" and adding "a
balanced meal," and e) delete Section V; 2) Census conducts an
evaluation of the survey results based on behavior coding of the
survey (using taped interviews) and a respondent debriefing, and
uses the same decision rules to evaluate the results as those used
during CSMR's pretest; 3) FCS and Census provide a copy of that
report to OMB for review by 10/96; 4) Census agrees to remove the
supplement from the CPS if the report indicates that considerable
problems still exist with the survey; 5) FCS examines how reported
expenditures on the CPS compare to those found on the Consumer
Expenditure Survey and reports the results to OMB by 10/96; and 6)
Census agrees to add language that will accompany all related data
and results from the supplement that states that responses to
individual questions are not meaningful measures of food
insufficiency.

DATA ARE NEEDED ON INDICATORS OF FOOD
INSECURITY AND POVERTY-RELATED HUNGER AMONG U.S. HOUSEHOLDS TO
RELIABLY IDENTIFY PREVALENCE AND SEVERITY OF FOOD-SUFFICIENCY
PROBLEMS WITHIN THE POPULATION. INFORMATION WILL BE USED TO: 1)
GUIDE FOOD POLICY DEVELOPMENT, 2) TARGET PROGRAM ASSISTANCE, 3)
ASSESS PROGRAM IMPACTS, AND 4) MONITOR PROGRESS IN REDUCING FOOD
INSUFFICIENCY AND HUNGER. AFFECTED PUBLIC INCLUDES AT-RISK,
LOW-INCOME INDIVIDUALS AND HOUSEHOLDS, FOOD AND PROGRAM
ADMINISTRATORS, POLICY MAKERS, AND RESEARCHERS CONCERNED
WITH.
