through 12/95. OMB is concerned, however, that the premise of this
study appears to be that the existence of an OPO hospital
development program explains much of the variance in donor
harvesting rates between transplant programs and their respective
OPO's. DOT focuses on discrete differences between the program
practices and hospital development programs with the assumption
that the existence and characteristics of such programs govern the
success of donor programs. OMB believes that other factors such as
the financial status of a program (for profit or non profit), local
dissemination efforts pertaining to organ transplantation, and
other investments also may be determinants of success. Unless DOT
has empirical evidence that much of the variance between program
performance is explained by the existence of hospital development
programs and their characteristics, OMB believes that this detailed
study may be premature. Finally, the validity of some of the
information requested (much of it in percentages) may be
questionable at best. At a minimum, prior to fielding this
instrument, DOT should share with OMB a plan for validating ...

(OPO'S) VARY WIDELY IN THEIR RATES OF ORGAN DONORS PER MILLION
POPULATION AND OTHER MEASURES OF PERFORMANCE. TARGETED HOSPITAL
DEVELOPMENT ACTIVITIES MAY IMPROVE OPO PERFORMANCE. THIS SURVEY OF
ALL OPO'S WILL ENABLE THE DIVISION OF ORGAN TRANSPLANTATION TO
ASSESS THE INFLUENCE OF SPECIFIC HOSPITAL DEVELOPME ACTIVITIES ON
OPO PERFORMANCE.
