Abstract: EPA IS PROPOSING TO REVISE ONE SECTION OF THE PERMITS REGULATIONS (40 CFR PART 72) PROMULGATED ON JANUARY 11, 1993. THE REVISIONS WILL CLARIFY WHAT UNITS ARE ELIGIBLE TO BECOME SUBSTITUTION UNITS. THE INFORMATION COLLECTED WILL BE USED TO FINALIZE ACTION ON PHASE I ACID RAIN PERMITS. 43 ELECTRIC UTILITY PLANTS ARE AFFECTED BY THIS ICR.
