Terms of Clearance: Section 99.103 has been relocated to Section 24. MOO FCC 94-30 added 99.103 item (f) that requires licensees file "other support ing documentation that demonstrates compliance with geographic area or population coverage." The FCC should establish a minimum set of documents that meet this requirement. This minimum should be promulgated via FCC Notice and/or established in a future revision to Section 24. Current wording is somewhat ambiguous.

Abstract: NARROWBAND PERSONAL COMMUNICATIONS SERVICES (PCS) ARE EXPECTED TO PROVIDE ADVANCED VOICE PAGING, TWO-WAY ACKNOWLEDGEMENT PAGING, DATA MESSAGING, AND BOTH ONE-WAY AND TWO-WAY MESSAGING AND FACSIMILE. THE COMMISSION ADOPTED THE CONSTRUCTION REQUIREMENTS TO ENSURE THAT LICENSEES QUICKLY CONSTRUCT THEIR SYSTEMS AND THAT THE SYSTEMS SERVE SIGNIFICANT AREAS.
