Abstract: THE FEDERAL SERVICE IMPASSES PANEL (PANEL), AN ENTITY WITHIN THE FEDER LABOR RELATIONS AUTHORITY, ASSISTS FEDERAL AGENCIES AND UNIONS REPRESENTING FEDERAL EMPLOYEES IN RESOLVING IMPASSES WHICH ARISE IN LABOR NEGOTIATIONS. EITHER AGENCIES OR UNIONS MAY REQUEST SUCH ASSISTANCE AND THE INFORMATION REQUESTED OF THESE PARTIES IS NECESSARY TO BEGIN PROCESSING THE REQUEST.
