Abstract: THE U.S. GOVERNMENT, IN ORDER TO MEET ITS OBLIGATIONS UNDER THE TREATY ON FISHERIES BETWEEN THE GOVERNMENTS OF CERTAIN PACIFIC ISLANDS STATES AND THE GOVERNMENT OF THE UNITED STATES, IS REQUIRED TO COLLECT LICENSE, REGISTRATION, CATCH, AND UNLOADING INFORMATION FROM THE OPERATORS OF VESSELS PARTICIPATING IN THE TREATY FISHERY.
