OMB approves a
pretest for NMES III through 1/96. Prior to fielding this
particular CAPI instrument, however, OMB requests that PHS
discusses how they will be coordinating existing health data
collection activities to improve the quality and timeliness of
health data for Executive Branch policy development. Such
discussions will necessitate a series of briefings/meetings with
OMB staff over the next few weeks. The first briefing should take
place no later than 3/9/95 and at a minimum should outline the
following: 1) the extent to which NMES III is coordinated with
NHIS, NEHIS, and other PHS instruments for the purposes of
enhancing data and updating utilization and expenditure data more
frequently than every ten years; 2) in general, how the design
differences between the NMES, NEHIS and other instruments are being
minimized through the use of algorithms and other means and 3)
similarities and differences between the questions included in the
NEHIS, NHIS, NMES and other PHS instruments. As a result of these
discussions, OMB may request that the NMES CAPI instrument be
revised to maximize its coordination with NEHIS, NHIS, and other
instruments. PHS also should understand that OMB may recommend
future amendments to the other instruments.
