Terms of Clearance: Approved as amended by ED's 2/23/95 memorandum to OMB. In addition, ED has agreed to revise the language on p. 5 of the application package, last two lines of the "Institutional and Professional Support" paragraph, to add the word "strongly" before "encouraged" and to substitute "to the extent" for "where". These revisions will increase the utility of application narratives by strengthening the tie between the trilateral study experience and recognition by licensing and accrediting bodies.

Abstract: THE NORTH AMERICAN TRILATERAL INITIATIVE IS A ONE STATE COMPETITIVE APPLICATION PROCESS TO AWARD GRANTS TO GROUPS OF U.S. INSTITUTIONS OF HIGHER EDUCATION, REPRESENTED BY ONE OF THEIR NUMBER THAT WILL SERVE AS LEAD INSTITUTION FOR THE U.S. MEMBERS OF THE CONSORTIUM, FOR AN EXPERIMENTAL PROGRAM THAT WILL SUPPORT COOPERATION AND EXCHANGE AMONG U.S., MEXICAN, AND CANADIAN INSTITUTIONS OF HIGHER EDUCATION. FUNDING WILL BE MULTI-YEAR WITH PROJECTS LASTING UP TO 3 YEARS.
