Abstract: INFORMATION IS NEEDED TO EVALUATE THE EFFECTIVENESS OF EPA'S AGSTAR PROGRAM. AGSTAR IS A VOLUNTARY PROGRAM WITH THE LIVESTOCK INDUSTRY TO REDUCE METHANE FROM MANURE MANAGEMENT SYSTEMS. METHANE ACCOUNTS FOR ABOUT 80 PERCENT OF THE EMISSIONS FROM MANURE MANAGEMENT AND IS A POTENT GREENHOUSE GAS.
