Abstract: THE ADMINISTRATIVE CONFERENCE WILL USE THE INFORMATION COLLECTED THROUGH THE INTERVIEW PROTOCOL AS PART OF A DATA BASE TO EVALUATE THE ENVIRONMENTAL PROTECTION AGENCY'S USE OF NEGOTIATED RULEMAKING. THE ADMINISTRATIVE CONFERENCE IS REQUIRED TO REPORT TO CONGRESS ON IMPLEMENTATION OF THE NEGOTIATED RULEMAKING ACT. THE RESPONDENTS WILL INCLUDE PARTICIPANTS IN EPA NEGOTIATED RULEMAKINGS AND COMPARABLE CONVENTIONAL RULEMAKINGS.
