This clearance
is approved according to the Paperwork Reduction Act and 5 USC 1320

DURING THE INITIAL ICM PERSON
INTERVIEW PHASE, PERSONS WHO HAVE MOVED SINCE CENSUS DAY WILL BE
IDENTIFIED AND ATTEMPTS MADE TO CONTACT THEM. THE OUTMOVER TRACING
FORM IS USED TO OBTAIN INFORMATION ON THE MOVERS. THIS OPERATION IS
CRITICAL TO ESTABLISHING A ROSTER OF PERSONS WHO LIVED IN THE ICM
SAMPLE ON CENSUS DAY.
