4/18/95, and 4/20/95. Approval for the new Part B, "Volunteer
Work", is not granted given the current structure of that question.
DOL indicates that this item was added to provide a basis for
prosecution of fraud, in response to real-life situations in which
claimants have received money or nonmonetary conpensation for
activities defined narrowly as "volunteer work". However, this new
question will increase burden for all respondents in order to
provide a basis for prosecution in what appear to be a small number
of cases (DOL has not defined the extent of this problem). OMB
recommends that DOL revise the item to ask whether the respondent
performed any volunteer work "for which ANY FORM of monetary or
in-kind compensation was received", and then delete the parenthetic
following the question. This will not add burden for claimants
whose volunteer work does not result in compensation and is thus
allowable under FECA.
