Terms of Clearance: Approved as amended by DOL's memoranda to OMB of 3/6/95, 3/21/95, 4/13/95, 4/18/95, and 4/20/95. Approval for the new Part B, "Volunteer Work", is not granted given the current structure of that question. DOL indicates that this item was added to provide a basis for prosecution of fraud, in response to real-life situations in which claimants have received money or nonmonetary conpensation for activities defined narrowly as "volunteer work". However, this new question will increase burden for all respondents in order to provide a basis for prosecution in what appear to be a small number of cases (DOL has not defined the extent of this problem). OMB recommends that DOL revise the item to ask whether the respondent performed any volunteer work "for which ANY FORM of monetary or in-kind compensation was received", and then delete the parenthetic following the question. This will not add burden for claimants whose volunteer work does not result in compensation and is thus allowable under FECA.
