Abstract: THE PROPOSED RULE ESTABLISHES POLICIES AND PROCEDURES UNDER SECTION 30 OF THE CAA THAT EPA WILL FOLLOW PRIOR TO APPLYING TO THE ATTORNEY GENERAL FOR A MANDATORY LICENSE UNDER A PATENT COVERING AN AIR POLLUTION CONTROL TECHNOLOGY TO BE USED TO COMPLY WITH REQUIREMENTS OF A NATIONAL EMISSION STANDARD ISSUED UNDER SECTION 111, 112, OR 202 OF THE CAA.
