resumes as attachments in lieu of detailed credential reporting on
the form?; 2) Has VA considered using a tear-off sheet to collect
race/ ethnicity data to ensure that applicants do not worry about
possible discrimination based on these variables?; and 3) Why does
VA require three letters of recommendation rather than three
contacts as required by HUD? HUD's requirement appears to be less
burdensome for the applicant.
