CC Docket No. 90-337 implemented rules making it easier for U.S. carriers engaged in international telecommunications to negotiate lower accounting rates. Simple reductions in rates are made pursuant to a notification approach; other changes are subject to the ISP waiver approach. Such carriers are required to file copies of operating agreements. The information is used for monitoring and enforcement purposes.
