During the 1995 Census Test, the Census Bureau will evaluate fundamentally different design and procedural options to improve census coverage. The Coverage Study Survey Questionnaire is used to obtain information to determine whether person adds (or potential adds in the case of administrative records) were added to the census erroneously. This operation is critical to evaluate four of the fundamental design changes being tested.
