Approved as amended by DOL's memoranda to OMB of 5/10/95, 5/24/95, and 5/30/95. In addition, DOL has agreed to meet the following conditions: -- DOL will assess the utility of aggregating outcomes data (including test scores) from 1994 and 1995, based on consistency of data sets and external conditions affecting those data. DOL will report on this assessment and recommend the most useful means of analyzing the information as an addendum to this clearance package. OMB and DOL will mutually agree on a methodology that maximizes utility. -- DOL will include estimates of the summer program's impact on youth employment and earnings. -- DOL will continue to assess the feasibility of estimating the summer program's impact on crime. If the program continues, a component of the next evaluation or study shall examine such impacts, or DOL shall provide sufficient justification as to why such impacts cannot be estimated reliably and with validity. -- DOL will collect information on SDA-level participant characteristic data, to determine appropriate information for future national studies. -- DOL will add questions to the interview protocols that collect information on methods of contracting by SDAs, and will seek to develop a methodology the relates contract type to program outcomes. DOL shall provide these questions and methodological recommendations as an addendum to this clearance package, to be mutually agreed on by DOL and OMB based on mximimum utility.
