New
collection (Request for a new OMB Control Number)
The request for
a generic approval of focus groups is approved. No other type of
generic collection is approved at this time. The request for
approval of the "Structured Group Interviews" (SGI) is not approved
as a general approach for use in collections subject to the
Paperwork Reduction Act (PRA). However, the SGI project which was
submitted on May 11, 1995 as an example of collections to be
proposed under the generic clearance is not subject to review under
the PRA because the example applies to the collection of data from
employees in connection with their employment. The Customs Service
may submit a separate request for review for application of the SGI
approach to information collections subject to the PRA. Such a
request should be suported by a description of a proposed sampling
approach and an analysis plan for a specific collection. In order
to obtain the advantages of a generic clearance as soon as
possible, the Department should submit an OMB Form 83-I request no
later than July 1995 to provide adequate time for completion of a
review before the 1995 PRA becomes effective. Because such a
request will be the second customer satisfaction collection to be
submitted by the Service during 1995, we will assign a high
priority to beginning our review soon after it is received.
Finally, Customs is reminded that each proposed individual focus
goup collection must be submitted for an expeditious OMB review two
weeks prior to the planned collection.
