In this
information collection request (ICR), EPA has conformed to the
analytic requirements of the Paperwork Reduction Act. The Agency
should be commended for estimating the burdens of the diff erent
options in the supplemental notice of proposed rulemaking a nd for
choosing the least burdensome approach for the paperwork r
equirements. Any substantive change to the recorkeeping and repo
rting requirements in the final rule must be addressed with a rev
ision to this ICR.

The risk management program for
chemical accident prevention at sources that manufacture, process,
use, store, or otherwise handle regulated substances in quantities
that exceed specified thresholds. The proposed rule would assist
sources and communities in an effort to lessen the number and
severity of serious chemical accidents.
