Under Part 91, operations of large
turboject aircraft (Stage 1 and State 2 noise level) are prohibited
at U.S. airports unless compliance with Part 36 noise levels is
demonstrated. Therefore, operators (foreign, domestic, and
corporate) will need a Special Flight Authorization to bring into
U.S. or move with the U.S. aircraft to be modified to meet
compliance or to dispose of aircraft.
