Abstract: USDA IS OWED $113 BILLION OF WHICH APPROXIMATELY $11 BILLION IS DELINQUENT. IT IS ANTICIPATED THAT THE DEBT COLLECTION PROVISIONS CONTAINED IN THIS FINAL RULE, IN PARTICULAR THE ADMINISTRATIVE OFFSET PROVISION, WILL ENABLE USDA TO INCREASE AND DECREASE DELINQUENCIES BY $25 MILLION.
