Abstract: PROMPTED BY THE NEED TO ENHANCE COVERAGE AND CONTAIN COSTS FOR THE NEXT DECENNIAL CENSUS, THE PROPOSED TEST IS PART OF A PROGRAM OF RESEARCH AND DEVELOPMENT TO ASSIST IN FORMULATING POLICY AND DESIGN OPTIONS FOR THE 2000 CENSUS OF POPULATION AND HOUSING. THE TEST IS DESIGNED TO DETERMINE THE IMPACT OF RESPONDENT-FRIENDLY DESIGN AND IMAGE CAPTURE REQUIREMENTS ON MAIL RESPONSE AND DATA QUALITY AS MEASURED BY ITEM NONRESPONSE.
