RM95-8 ESTABLISHES STANDARDS FOR NON-DISCRIMINATORY OPEN ACCESS TRANSMISSION BY PUBLIC UTILITIES. RM94-7-001 REITERATES STANDARDS ESTABLISHED IN A 06/29/94 NOPR AND PROVIDES FOR RECOVERY MECHANISMS FOR STRANDED COSTS WHEN MUNICIPALIZATION OCCURS OR RETAIL CUSTOMERS BECOME WHOLESALE CUSTOMERS.
