The rule will affect approximately
91,425 handlers of universal waste (hazardous waste batteries,
certain pesticides, and mercury-containing thermostats).
Information will be collected and used by the Agency to ensure that
the universal waste is being managed in a manner protective of
human health and the environment. This rule represents a savings
over compliance with the current RCRA subtitle C
requirements.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
