Abstract: The Department of Defense (DoD) requires the information to establish a Technical Assistance for Public Participation program as authorized by section 326 of the National Defense Authorization Act for fiscal year 1995. The information will be used to assess whether one of the options DoD is proposing is feasible. For the Notice of Expressions of Interest, DoD proposes criteria for providers, including technical expertise, management capability, and not-for-profit status.
