Approved with
the understanding that during the three-year collection cycle
beginning in calendar 1996, BLS will revise its estimate of the
percent collected electronically (including magnetic tape and
floppy discs) and burden hours to reflect the reporting methods
actually in use. Item 3 of the narrative justification indicates
that large firms submit magnetic tapes or printouts of their
occupational employment, making it likely that the percent
collected electronically significantly exceeds the 5 percent
reported. The estimates of electronic filing should be prepared
using existing resources and may be based on a combination of the
judgements of field staff, public comments, and tallies obtained
during the processing of data collection. Annual updates, following
guidance to be supplied by OMB for the Information Collection
Budget, should be reflected in annual estimates of burden hours and
unduplicative dollar costs to the public. At or following the time
the Department submits the ICB for FY 1996, BLS should inform the
OMB desk officer about its plan for providing annual estimates
updating the percent reporting electronicallyfor this
collection.
