Approved as amended by ED's memoranda to OMB of 6/23/95, 7/21/95, 7/27/95, 8/3/95, and 8/4/95. In addition: -- Approval of the statement of Educational Purpose on the FAFSA is conditional on 1) removal of this statement from the SAR (OMB# 1840-0132), and 2) a finding that the signing of this statement, and resulting record of signing sent to the relevant school, will satisfy the statutory requirement that the school must retain_a record of the student's signature. This will represent the least burdensome means of retaining the record, and will eliminate millions of duplicative certifications. -- ED will continue to develop the FAFSA Express electronic filing procedures, and following any revisions necessitated by the 1995-96 pilot test will make this option available to all institutions and individuals for the 1996-97 academic year. ED has agreed to provide OMB with a copy of the letter announcing the FAFSA Express project as soon as that letter is finalized; ED shall also provide OMB with a copy of the pilot test report as soon as that report is available. In addition, we ask that ED provide periodic updates regarding progress on this project. -- ED will conduct a cost-benefit analysis regarding use of electronic signatures with next year's submission of the FAFSA clearance request, which would at a minimum weigh security requirements, incentives for fraud, litigation risks, and other costs against the savings in cost and burden that would result from fully electronic filing. The analysis may also include a review of available technology relative to burdens, as ED has noted that technology may be a limiting factor (e.g., PIN number selection may add a second step to filing). -- ED will add to the instructions for Section G a brief note that investment farms do not include family farms.
