Approved as amended by ED's memoranda to OMB of 5/23/95, 5/24/95, 5/25/95, and 6/1/95. ED shall devote sufficient resources to reach a target response rate of at least 80 percent. In addition, ED has agreed that findings of elevated morbidity and mortaility rates among current and former OERI employees that are statistically significant shall be followed up with further investigation into factors that may be correlated with these elevated rates, allowing for appropriate latency periods between exposure to correlary factors and onset of health problems. Last, ED will compare incidence rates against national and local estimates, including full cancer registry information for Maryland and Virgina, DC mortality rates, and all available, valid and reliable sources and appropriate for DC morbidity rates.

Federal employees at the Office of Educational Research and Improvement are concerned about a continuing increase in the number of diagnosed cancer cases and adverse reproductive outcomes in their workplace since 1988. This study will determine the variation from comparable prevalence and mortality profiles.
