promulgate a FCC Notice that describes acceptable ways that IVDS
providers can make the required "showing of how the system meets
the benchmark" service levels required. The FCC must ensure that
the requested one hour per response burden is not exceeded by any
of the alternative showing mechanisms or must revise the requested
burden level accordingly.

FCC 218I is used as a method of
verifying if the IVDS licensee has made service available in
accordance with terms of authorization issued. The information is
used to update databases and insures efficient spectrum
utilization.
