The Federal Reserve Board recently ruled that Regulation E must be applied to EBT systems by 03/01/97. This ruling will increase EBT system costs. At this point, however, expertise is so limited that the magnitude of cost increases is unknown. In order to answer questions, USDA is proposing this demonstration evaluation.
