through 9/96 under the condition that HRSA amends all
race/ethnicity questions so they are identical to the combined
race/ethnicity question in section 2 of OMB Directive No. 15. In
addition, HRSA should delete question 15 of the Transplant
Personnel Survey. OMB remains unconvinced that that this question
will enable HRSA to draw even the most preliminary, tentative
conclusions regarding the relationship between the race/ethnicity
of all transplant center staff (even those without patient contact)
and the behavior of transplant candidates and recipients. Finally,
OMB reiterates that this study should be viewed by HRSA as
exploratory in nature; research findings should lead to more
comprehensive research and should not be disseminated widely.

This is a small-scale study of the
extent and causes of patient unavailability for transplant.
Information will be collected from transplant center staff,
transplant candidates, and transplant recipients on methods used to
contact candidates and reasons they are unavailable when an organ
offer is made.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
